No, not your overseas relatives. We’re talking about other nations and languages. The iPad is sold in many countries and therefore has a selection of international keyboards. You’ll find at least three dozen selections.
Settings > General > Keyboard > International Keyboards > Add New Keyboard.
Tap the keyboard of your choice with the specific language preference.
